This is the project list tier; per-project detail pages are not available, so a single project cannot be fetched on its own. Projects are discriminated from the wider search tier page by page, so data.listings may legitimately be empty on a page that still reports a large keyword_match_total: those counters count keyword matches - every listing whose text matches the keyword, of any property type - not projects. Page on data.keyword_match_total_pages and keep reading pages until you have collected the projects you need. An empty page is a valid answer, not a statement that no developments exist, and data.total is deliberately absent because it would advertise a project count that was never measured.
